Berlin has updated its solar incentive policy to prioritize high-value rooftop projects. The new SolarPLUS program shifts support from small-scale balcony systems to comprehensive rooftop solar power systems with battery storage, offering substantial subsidies for residential and commercial installations.

SolarPLUS Program: A Modular Boost for Rooftops

Berlin's SolarPLUS program, managed by IBB Business Team GmbH, is designed to promote rooftop solar installation and reduce grid dependency. Unlike previous incentives, it focuses on full solar energy systems for houses, multi-family buildings, and commercial properties.

The program supports installing solar panels on roof structures and encourages battery storage solutions to maximize self-consumption.

From Solar PV to Battery Storage: What’s Covered

The subsidy covers the entire project cycle via modules A–E. This includes solar system with battery storage setup, battery energy storage system (BESS) grants (up to €300/kWh), feasibility studies, metering design, and special installations like green roofs. Notably, support for balcony solar system has been phased out due to lower costs, reflecting a focus on higher-impact projects.

Streamlined Process & Application Timeline

Due to high demand, new applications are paused until January 8, 2026. Approved projects since 2022 have added ~474 MW capacity. The updated process promises faster handling. Applicants with pending requests from before October 31, 2025, will continue processing.

This photovoltaic subsidy can be combined with federal EEG incentives, improving returns for larger solar projects.
